You CAN go to Argus...pretty much immediately at 110. That being said, I'd still at least do WQ's in the Broken Isles/Broken Shore to get some gear before you go, or Argus is going to be a very slow and painful experience. Learn from my mistakes...side note: Argus dirt tastes like fel and stale Necco wafers.

You can find the entire quest chain (with quest IDs to check) here: The last quest that gives you the Argus teleporter is Into the Night.
